How to Unlock There Stands the Grass
Talk to Thomas Hildern at Camp McCarran
To start the There Stands the Grass quest, visit Thomas Hildern inside his lab located in the large building at Camp McCarran. Inquire about the OSI, and he will inform you about the missing data which can be obtained from Vault 22.

Look for Thomas Hildern Inside the Lab at Camp McCarran
You can find Thomas Hildern inside an office in the large building at Camp McCarran. You can ask him about the OSI, and he will request that you download data from Vault 22.
Learn About Keely from Angela Williams (Optional)
You can also talk to Angela Williams, who can be found in the adjacent room to where Thomas Hildern is. She will tell you that Keely was also sent to Vault 22 for the data but never returned. This will trigger an optional quest where you can help Keely and prevent her from deleting the data.
Download the Data in Vault 22
You can download the required data from the terminal on the Pest Control floor of Vault 22. To access this, you can either repair and use the elevator or go through the cave section at the Food Production floorl. However, if you choose to go through the cave, you will need the Vault 22 Cave Door Key Card to unlock the door.
Repairing the Elevator
One way to reach the Pest Control floor is by repairing the elevator, which requires 50 skill points in Repair. This will allow you to directly descend to the Pest Control level and download the data from the terminal.

To obtain the Vault 22 Cave Door Key Card, first, go to the Overseer's office and unlock all the doors in the Common Area floor. Then, head downstairs and proceed straight to the quarters. Inside the first room to your left, you'll find the Vault 22 Cave Door Key Card. You can use this item to open the cave door at the Food Production floor, which will lead you to the terminal.
Return to Thomas Hildern
After obtaining the data from the terminal, return to Camp McCarran and talk to Thomas Hildern to complete the quest.
Best Choice for There Stands the Grass
Save Keely and Stop Her From Deleting the Files
If you plan to assist Keely, locate her on the second level and ensure her survival until you reach the terminal. Once there, prevent her from deleting the data to receive the maximum rewards for the quest.
